The Occupational Safety and Health (OSH) Act is administered by DOL's Occupational Safety and Health Administration (OSHA). Safety and health conditions in most private industries are regulated by OSHA or a state by state OSHA. Nearly every employee in the country falls under OSHA's jurisdiction except for miners, some transportation workers, many public employees, and self-employed people. Employers subject to the OSHA have a general duty to provide work and a workplace free from recognized, serious safety hazards.

The price is that many oil and gas companies care very little about safety and more about turnover and earnings. Workers, dead or alive, are replaceable. Most work 12-hour days for 14 days in a row without breaks. Fatigue and faulty or downright broken equipment are the causes.
Lack of funding, technology, and manpower keep the safety organizations practically useless and the death of employees garner very little fines, workers compensation benefits for employees or death benefits for families.
